Counts are additive over employment-size class and NACE section; the employment class is based consistently on fourth-quarter employment after Statbel's 2018 revision.

MS_NUM_VAT is the stock still subject to VAT on 31 December. Starts/stops are transitions between the previous and current 31 December snapshots, not sums of monthly events.
