Land Use

The concept 'land use' refers to the actual use of the land for specific human activities (housing, industry and services, recreation …), crops (arable farming, grass cultivation ...) or natural vegetation (forest, shrubbery ...). The actual land use of a location is not necessarily identical to the legal-planning designation of that location. Lands can be designated as residential areas, but effectively be used as grassland or arable land. The land use map contains no information about the planning designation. The actual land use on the land use map is represented with 19 categories. It is compiled based on the 4 data levels of the 2022 land use dataset. This is done by combining and aggregating a number of categories from the different data levels of the land use dataset. These are available GIS data layers (for example, Large-scale Reference Database Flanders, Agricultural use parcels…) and other spatial data sources (for example, Enriched Crossroads Bank for Enterprises (VKBO)). Through a combination of these basic data, a file with 4 levels is created: Level 1 - Land Cover, Level 2 - Urbanized Land Use, Level 3 - Multifunctional Land Use, and Level 4 - Legal Designations. This file with 4 levels is then combined into the final land use map with 19 categories. For these and the methodology, see the VITO report referenced below. The land use file is mainly created through vector operations, but in the final steps it is converted into a raster file with 10-meter resolution. The land use map is updated every 3 years based on the most recently available reference GIS layers.

Spatial footprint

The concept 'space use' is defined in the White Paper Spatial Policy Plan as that part of the space in which the biophysical function is no longer the most important. It is about, in other words, the space occupied by our settlements (thus for housing, industrial and commercial purposes, transport infrastructure, and recreational purposes). Parks and gardens, eco-bridges over infrastructures, and some roadside verges and slopes along (road) infrastructures also belong to the land occupancy. The concept of 'space occupation' is based on the definition used by the European Commission for 'settlement area', namely: "the area of land used for housing, industrial and commercial purposes, healthcare, education, nursing infrastructure, roads and rail networks, recreation (parks and sports grounds), etc." In land use planning, it usually corresponds to all land uses beyond agriculture, semi-natural areas, forestry and water bodies” (European Commission, 2012). Based on the above definition, a comprehensive binary raster map (10 m x 10 m) was developed for the Flemish Region on the basis of the 2022 land use dataset, depicting the spatial footprint. It contains all parcels with buildings (for residential, industrial, and commercial use as well as for services), all land that is part of the road infrastructure, and all land that is primarily used for recreation. The undeveloped and unpaved parts of larger recreational areas are not counted as built-up land. Also, all categories from the land use database that cause soil sealing are considered built-up land (for example, all buildings with an agricultural function: stables, greenhouses, etc.). For the military domains and the ports, only limited zones are included. For example, the built-up areas within the military domains are included, but the training grounds are not, because they often still perform a (semi)natural function. Bodies of water are not considered part of the land-use according to the European definition.
